Committee State of Mind for the MultiParamTypeClassesDilemma

We've had a lot of discussion, and I would like to get a snapshot of the committee's current state of mind with regard to Functional Dependencies. This is not a vote for final adoption, but if there is strong agreement for a particular option, we may tentatively accept that. For further context, please see MultiParamTypeClassesDilemma.
